5630.01 - STUDENT SECLUSION AND RESTRAINT
The Hillsdale County Intermediate School District adopts as its own the Michigan Department of Education’s policy for the Emergency Use of Seclusion and Restraint, approved by the Michigan State Board of Education on March 14, 2017, and updated by the Michigan Department of Education on July 20, 2017. Consistent with Michigan Department of Education policy, the Board directs all staff to use positive behavior interventions and support to enhance the academic and social behavior outcomes for all students.
In accordance with revised School Code Sections 1307-1307h and Michigan Department of Education policy, the use of emergency seclusion and emergency physical restraint is a last resort intervention that may be used only when a student’s behavior poses an imminent risk to the safety of the student or others and an immediate intervention is required. The Board directs that any use of emergency seclusion or emergency physical restraint be consistent with Michigan law, Michigan Department of Education policy, and Michigan Department of Education guidelines.

The use of seclusion and restraint is statutorily prohibited in Michigan’s public schools, subject to a narrow exception for emergency seclusion and emergency physical restraint. Further, schools must document any use of seclusion or restraint, including the use of emergency seclusion and emergency physical restraint. Consequently, throughout this form, “seclusion and restraint” includes emergency seclusion and emergency physical restraint.
The form schools use to document each incident of seclusion or restraint must include the information shown in this model form. Immediately after each incident, one of the involved staff members must complete the form.
Please print and fill out when a seclusion or restraint occurs.
